A REPLACEMENT PASSENGER SEAT BELT ASSEMBLY COULD HAVE BEEN INSTALLED IN CERTAIN VEHICLES THAT DO NOT COMPLY WITH FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 208, "OCCUPANT CRASH PROTECTION."
